When KPIs Measure Activity Instead of Outcomes

A dashboard can be full of numbers and still leave leaders unclear about whether the institution is improving.

Activity is useful, but it is not the destination

Calls made, classes delivered, reports submitted and follow-ups completed can explain workload. They do not automatically explain quality, conversion, learning, service or financial outcomes.

Build measures around the management question

A good KPI architecture connects leading activity measures to outcome measures and makes ownership explicit.

  • What outcome is this role expected to influence?
  • Which leading signals provide early warning?
  • What threshold requires management attention?
  • Who owns the exception and by when?

The review loop matters as much as the metric

A KPI without a review cadence, ownership and action logic becomes reporting. Performance management begins when the measure changes a decision or behaviour.

The best KPI is not the easiest number to collect. It is the measure that improves a management decision.
